How Your Rates Are Calculated

Whakatane District Council charges rates which in turn are used to provide important community infrastructure and programmes. Rates are collected in a number of different areas that are made up of the following categories.


For Whakatane District:

 

General Rates

The Local Government (Rating) Act 2002 provides that the Council must not exceed 30% of its total rates revenue from certain uniform rates.  For 2010/11, 28.76% of the total rates revenue is collected by way of uniform charges.

  • Uniform Annual General Charge - $244.44 (GST exclusive) levied on each rating unit.
  • General Rate – consists of a rate in the dollar charged on capital value for each rating unit. 

The General Rate and Uniform Annual General Charge fund Roading, Community Support, Strategy and Policy, Public Conveniences and Recreation.  They also contribute towards Disaster Mitigation, Governance, Trade Waste, Visitor Information, Promotion & Development, Resource Management Consents and Policy, Licensing, Environmental Health, Regulation Monitoring, Safer Communities, Building, Animal Control, Museum and Gallery, Parks and Reserves, Cemeteries and Crematorium, and Emergency Management.

Targeted Rates (Uniform Annual Charges)

You may be invoiced for certain targeted rates if the benefit or use of a service is applied to your community or rating unit:

  • Roading – funds the District’s roading expenditure
  • Community Board – differential rate for each area, funding the operating costs of the five Community Boards
  • District-Wide Waste Disposal – to provide for the collection and disposal of waste that cannot be reprocessed or recycled and the management of existing and closed landfills
  • Stormwater – differential rates for each area, to protect private property from inundation
  • Library – differential rate for each area, to fund libraries in the District
  • District-Wide Parks – funds 100% of the net cost of parks, gardens and recreation activities – differential rate for Te Urewera properties
  • Swimming Pool – differential rate for each area,  funding Council pools in the District
  • Promotion & Economic Development – payable by all commercial and industrial properties within the Whakatane Urban area or District
  • Refuse Removal – to fund the weekly collection of Council approved refuse/recycling bins with differential for urban and rural/commercial properties
  • Disaster Mitigation – differential rate based on area, to fund disaster mitigation works throughout the District
  • Sewage – differential rate set on location, provision of service and land use (residential or commercial/industrial)
    - connected – any rating unit connected directly or indirectly to a public sewage drain
    - availability – any rating unit not connected to a public sewage drain but within 30 metres of such a drain
  • Water – differential rate set on location, provision of service, land use and volume of water supplied
    - connected – any rating unit connected directly or indirectly to a council operated waterworks
    - serviceable – any rating unit not connected to a council operated waterworks but within 100 metres of such waterworks
  • Water Supplies
    The rates for water measured by meter are separately assessed.  Depending on the supply area to which the rating unit is located, meters are read and invoiced on either a three-monthly or six-monthly cycle.  Rates for water consumption measured by meter may include a supply/connection charge as applicable.  For supply areas with metered water, the rate per cubic meter and supply/connection charge

  • Rural Rapid Number Rate - payable by rural properties within the district for replacement rapid numbers.

Functions to be funded from each Regional Council Bay of Plenty rate:

General Rate (Land Value) and Uniform Annual General Charge

  • Regional Leadership including Governance and Accountability, Strategic Policy, and Sustainable Communities
  • Natural Environment including Sustainable Land Management, Sustainable Water Management, Sustainable Coastal Management, Sustainable Air Management, Resource Regulation, and Regional Monitoring
  • Sustainable Development and Infrastructure including Sustainable Transport, Sustainable Regional Development and Rivers and Drainage Flood Management.

Targeted Rates

  • Rangitaiki-Tarawera Rivers Scheme rates, Whakatane-Waimana River Scheme rates, and Rangitaiki Drainage rates to part fund flood control, river protection and land drainage.
