Pensioner Housing Policy

The District Council manages 79 accommodation units for older people throughout the District.

To apply for a unit, you will need to obtain an information sheet together with an application form from the Council Offices in either Whakatane or Murupara. These forms can also be downloaded from this site.

Fill in and return the completed application form  to the Council’s Property Administration Officer for processing. 

To be eligible for a pensioner unit, prospective tenants must meet the following criteria:

1. Have fully completed the tenant application form; and
2. be able to demonstrate they can live independently; and
3. provide evidence that they have a good tenant history (if a previous tenant) or provide appropriate written references

Therefore the applicant when submitting their application must:

1. Complete all the details on the application form;
2. Ensure the doctor has completed the independent Living Form; and
3. Provide two written references from previous landlords and two character references.

The Statutory Declaration at the end of the application also needs to be completed. The applicant needs to sign this in the presence of a Justice of the Peace, a Solicitor, Court Registrar or Postmaster.

Acceptance
Acceptance (or otherwise) of applications remains at the full discretion of the Council. Among matters that the Council will take into consideration in exercising its discretion is whether the applicant can demonstrate a need for housing owing to: 

1. the stress of current living circumstances; and
2. substandard nature of current accommodation; and
3. inability to afford the rent of current premises;
4. the degree to which the applicant will be able to live harmoniously and in a non-disruptive manner with tenants in other units and neighbours

After interviewing and processing of the application, the applicant will be advised in writing whether they have been accepted or not. If accepted, they will be placed on a waiting list until they can be offered a unit.

Rental Rates
The Council  sets rents at 80% of the current market.
Rent (1 July 2008 to 30 June 2010). Tenants are required to pay a bond of $200. Rentals are fortnightly in advance by automatic bank payment.

Tenants are required to pay a bond of $200 on acceptance of a unit and the rent fortnightly in advance.
