Your Rates Defined
Below is a brief description of the rates that Whakatane District Council collects and what they pay for.
General Rate: This rate pays for council services provided across the district and is made up of the Uniform Annual General Charge and a Rate in the Dollar on Capital Value.
Uniform Annual General Charge (UAGC)
Council services provided across the district and are funded in part through this rate. The UAGC is currently $325.00 per rateable property and contributes to 21 activities.
It funds in part:
- Democratic services (operations of the Mayor and Council).
- Specific council initiatives which include grants and one off projects.
- Development of Plans and Policies (including the Long Term Council Community Plan and the District Plan).
- Civil Defence.
- Resource, Building and Environmental Health activities.
- Promotion, Economic Development and Visitor Information.
Rate in the Dollar on Capital Value
This rate is based on the capital value of a rating property. It meets the funding shortfalls of the above activities after application of the Uniform Annual General Charge and the following activities:
- Hazardous Substances,
- Rural Fire Control,
- General Inspectors,
- Dog Control and Stock Control,
- Safer Communities,
- Museum and Gallery,
- Recreation and Community Facilities, Halls, Public Conveniences,
- Strategic and Investment Property.
(For all general rates funded activities, the general rate is only allocated to that activity to meet any funding shortfall after taking into account any income generated by that activity).
Sewerage Rates
The sewerage rates fund each of the individual sewerage schemes. It is charged for connected or serviceable properties within individual sewerage schemes.
Works and Facilities Rates
Pay for each areas share of the following activities: Parks (70% of costs), Dune Care, Swimming Pools, Recreation, Refuse Disposal, Library, Land Drainage and Trade Waste.
Water Rates
The water rates fund each of the individual water supplies. These are applicable to connected or serviceable properties within individual water supplies.
Water Supplies
The rates for water measured by meter are separately assessed. Depending on the supply area to which the rating unit is located, meters are read and invoiced on either a three-monthly or six-monthly cycle. Rates for water consumption measured by meter may include a supply charge as applicable. For supply areas with metered water, the rate per cubic metre and supply charge are as follows:

Roading Rate
The roading rate, including the fixed charge, funds the district’s roading expenditure.
District-Wide Parks Rate
Funds 30% of the district’s parks activities.
Promotion and Development Rate
Charged to commercial/industrial properties, it funds 40% of the district’s marketing and development activities.
Refuse Removal Rate - Residential
Funds the weekly refuse collection service and fortnightly green waste collection charged to properties for which the Council is prepared to provide this service.
Refuse Removal Rate – Rural/Commercial
Funds the weekly refuse collection service to rural and commercial properties.
Swimming Pool Rate – Whakatane Rural
Funds 13% of the cost of the Whakatane Aquatic Centre. The Works and Facilities Rates fund the balance of the activity.
Swimming Pool Rate – Murupara Rural
Funds 45% of the cost of the Murupara Swimming Pool. The Works and Facilities Rates fund the balance of the activity.
Community Board Rates
Funds the operation of the five community boards.
Disaster Mitigation Rates
Council sets targeted rates on a three-tier differential basis to pay for disaster mitigation works throughout the district. These rates are set on both a uniform basis per rating property and a rate in the dollar on the capital value of the rating property.
The targeted rates apply to catchments and communities and a targeted rate in the dollar on the capital value applies on all rating units in the district.

Ratepayers have the right to inspect the rating information database and rate records, and object to any of the information included therein pursuant to sections 29 and 39 of the local Government (rating Act 2002.
