Delegations Register

The Council can delegate most of its duties, powers and responsibilities to a committee, community board, member or officer of the Council, to ensure Council business is carried out as effectively and efficiently as possible.

The Delegations Register sets out the delegations to the Council's committees, community boards and staff.

Exceptions to the Delegations Register

The Council cannot delegate the power to:

  • Make a rate
  • Make a bylaw
  • Borrow money or purchase or dispose of assets other than that approved in the Long Term Plan
  • Adopt a Long Term Plan, Annual Plan or Annual Report
  • Appoint a Chief Executive
  • Adopt policies required to be adopted and consulted on under the Local Government Act 2002 in association with the Long Term Plan (LTP) or developed for the purpose of the Local Governance Statement
  • Adopt a remuneration and employment policy

Delegations Register - Staff

Council delegates some of its responsibilities to its officers, who are employed by the Chief Executive. The delegations register explains the scope of the Chief Executive's power, functions, and duties delegated from the governing body, as well as the authority granted to Council officers, including General Managers and Managers.
