District Licensing Committee 

District licensing committees (DLCs) are set up under the Act and are set up by Council. They’re independent decision-making bodies which decide applications for:

• new on-licences, off-licences, club and special licences
• renewals of on-licences, off-licences and club licences
• new and renewed managers’ certificates
• variations of licence conditions
• enforcement action for special licences.

Committee members are:

• Russell Orr – commissioner
• Alan Sciascia - list member and commissioner of committee B
• Aaron Rangihika – list member
• Jenny Mahoney – list member
• Duana Taiapa – list member
• Tony Gardner – list member

Decisions of the Committee

The District Licensing Committee issues decisions on alcohol licensing for Kawerau, Whakatāne and Ōpōtiki. These decisions are available to the public, upon request, once issued.
