The Council are responsible for all local roads in the district, and as part of that manage all traffic management access to road reserves in the district. A plan is required for all road closures, traffic management plans (TMPs), and event considerations. A Corridor Access Request (CAR) is an application for a permit to carry out works within the road reserve. It is required to ensure all work sites in the road reserve are as safe as possible for workers, motorists, pedestrians and cyclists. (The road reserve is defined as boundary to boundary).
A CAR is required for any activity that:
- Alters, or creates the need for alterations to the surface of any part of the road reserve (road, footpath, berm)
- Changes the everyday manner in which road users (pedestrians, motorists, cyclists) would ordinarily use that section of road reserve
This includes, but is not limited to, the following activities:
- Excavating, drilling and resurfacing work
- The placement of any pipe, duct, pole, cabinet or other structure below, on or above the road reserve
- A new vehicle crossing, driveway works
- Building construction (commercial)
- Building demolition and transporting of relocatable buildings
- Scaffolding works associated with building construction and maintenance
- Shop front fit outs/repairs/replacements
- Crane operations
- Building cleaning/painting over 4 hours
- Events
How to apply for a corridor access request
If you would like to submit a Corridor Access Request or need Traffic Management assistance please email ttm@whakatane.govt.nz. Please submit for approval, at least 8 weeks prior.
Alternatively, you can log your request directly into our TMP online system in the Submitica Portal.

- What other information do you require for a Corridor Access Request?
CAR applications may require additional information such as:
- A Traffic Management Plan (TMP)
- Site or layplan
- ensure the plan is clear and easy to read
- must be site specific and show the full extent of services to be installed
- any trees and other above ground structures, street furniture, etc., along the planned layout route.
- Evidence of consultation with other parties.
- Photos of the work site
- For utility installations an elevation photo of the proposal is required.
- Do I need to know about underground services?
Prior to applying for a Corridor Access Request for any excavation within the Road Reserve you must be aware of other in ground utilities. All Utility Operators affected must be advised of your intention to undertake work and seek approval where required.
- Do I need a Works Access Permit (WAP)?
Once the traffic management team has approved your CAR application they will issue you with a works access permit. This your permission to undertake said works. Special conditions may apply, to which you are legally required to follow.

What is Submitica
Submitica is an application that Whakatāne District Council uses to receive and process CARs.
Submitica is owned and maintained by Thinkproject Australasia. Submitica was created at the request of the local authorities in New Zealand to make the CAR submission process as simple, efficient, and reliable as possible.
Key information when applying for a Corridor Access Request via Submitica:
1. Create a Submitica login

2. Who submits a Corridor Access Request?

The applicant must provide:
- Full contractor details of the company undertaking the physical work
- The Traffic Management provider
- Utility Operator
- Building owner and/or developer for construction sites
Note: When participants are added to a CAR they can view the application and its status.
This also enables them to upload additional information.

4. Information required for a Corridor Access RequestTraffic Management Plan
A Traffic Management Plan (TMP) describes the proposed works, design, set up and removal of any activity being carried out within the Road Reserve. It also includes the work programme, details of how public and contractor safety will be managed and contingency planning.
- Site Specific Traffic Management Plan (SSTMP) that has been designed, prepared, and executed by a NZTA approved Temporary Traffic Management Planner.
- A Generic TMP (GTMP).
- A pre-approved Global TMP and supplementary form with relevant Traffic Management Design (TMD) reference and site-specific details.
Note: If traffic management is needed a Traffic Management Plan must be uploaded with the CAR submission. A Work Access Permit (WAP) will not be issued without an approved TMP and the application will be put on hold until a TMP is supplied.
Site or Layplan
The plan must indicate the proposed scope and scale of works, including depth and route of proposed Utility infrastructure, both above and below ground. It should also include the location of nearby Utility structures, kerbs, footpaths, trees, and street furniture.- Detail Plan(s) (birds eye view) should show the full extent of the work including the total length of the works on the Local Road. The actual new work should be highlighted/shaded or shown in a different colour from the surrounding existing utilities.
- Larger jobs will require multiple plans and should be Auto-Cad drawn. Marked up aerial drawings should be included to show positions.
- Cross-section Plan(s) – to show the level of the proposed facility in relation to the existing pavement surface and berm. The minimum depth of all services is generally 1m under the road formation (this includes sealed surface, shoulders, water tables and kerbs).
- Drawings for small utility jobs may be hand drawn.
Tip – Go to the Whakatāne District Council website and use the GIS mapping system for details of all Whakatāne District Council services including utilities, land features, historical aerials and other relevant information to support your application.
Evidence of consultation with other parties
Applicant must provide evidence of consultation with other affected parties impacted by the proposed work. This includes other Utility Operators, bus operators, local iwi, businesses, and residents.
5. Manage the Corridor Access RequestWhen the Traffic Management Centre is satisfied all requirements have been met a Work Access Permit (WAP) will be issued.
The email contains two important links to advise notification of:- Work Start
- Work End (formal Work Completion Notification)
Note: Work Start and Work End notifications form part of the approval. By clicking the Work Completion Notification link within the approval email the Warranty Period will commence. If you do not notify work completion the work remains the responsibility of the applicant and will remain your responsibility until Work Completion and inspections have been completed and signed off.
