Due to rising contamination in recycling and greenwaste bins, Whakatāne District Council is introducing a Three Strikes system from Monday, 30 June 2025.
This step is being taken to protect the integrity of our recycling and greenwaste services and to make sure we’re turning the right materials into compost and recyclable products. The system is designed to encourage correct sorting at the kerbside, so we all do our part to keep our waste systems working well.
How it works
If your recycling or greenwaste bin is found to be contaminated, here’s what will happen:
- First strike – You’ll receive a warning sticker on your bin and a guide to help you sort correctly.
- Second strike – A second warning will be issued, with further guidance provided.
- Third strike – If we can identify your address, you’ll receive a formal letter, and the contaminated bin may be removed for three months.
Only the affected bin (recycling or greenwaste) will be taken away. Your general rubbish bin will continue to be collected as usual. There will be no reduction in rates if a bin is removed.
Why this matters
Contaminated bins have serious consequences. When incorrect items end up in recycling or greenwaste bins:
- Valuable materials can no longer be recycled or composted
- Entire truckloads may be sent to landfill
- Extra time and money is spent on sorting and disposal

Just a few contaminated bins can spoil the load for everyone. Don’t be the one who makes other community efforts go to waste. Sorting your waste correctly is a shared responsibility.

Will I still have rubbish collection if my bin is taken away?
Yes. Only the offending bin (either recycling or greenwaste) will be removed. Your general rubbish bin will continue to be collected.
Will I get a refund on my rates if my bin is taken away?
No. There will be no reduction in rates if your bin is removed due to contamination.

Can I get my bin back sooner?
