What can it do?

The ePlan is an interactive electronic version of the Whakatāne District Plan.

You can use the ePlan either like a book by reading it in full or by viewing it section by section. You can also use the ePlan interactive map viewer. This allows you to search for a specific property or area of the district and see map layers on your property. It can also help direct you to the most relevant parts of the District Plan and produce a property report.

What is a district plan?

A district plan is a legal document prepared in accordance with the Resource Management Act 1991. It provides zonings to all of the district's land e.g. residential, rural, lifestyle, commercial and industrial. It also identifies features such as ecological, landscapes, heritage, cultural significance and natural hazards that require special consideration.

Within each zone and feature, a district plan sets out what land use and subdivision activities are permitted or require resource consent. It also sets out what the requirements are for each so that adverse effects on people and/or the environment can be managed.

Plan changes that have been completed and have been incorporated into the Whakatāne District Plan.

A plan change is a change to the District Plan. It can't 'just happen'. There is a public process which must be initiated. A change can be requested by Council or members of the public

The National Policy Statement on Urban Development - which came into force on 20 August 2020 - requires local authorities (councils) to monitor development (based on certain indicators) to ensure there is sufficient housing and business land available to meet demand.

The Resource Management Act 1991 allows any person to seek changes to the District Plan through a request for a private plan change.

Resource consent application information

If you wish to use land in a way which does not comply with a rule in the District Plan you will need to apply for a resource consent. Resource consents are generally processed by our Planning Team within 20 working days.

More significant consents, such as those that require limited notification or public notification, may take longer to process.
