Completed plan changes

The following plan changes have been completed and have been incorporated into the Whakatāne District Plan.

Plan Change 1

(Awatarariki Fanhead, Matatā)

Plan Change 1 introduces the Awatarariki Debris Flow Policy Area and delineates areas of "High", "Medium", and "Low" risk in accordance with the natural hazard provisions of the Regional Policy Statement. It also rezones the "High" risk area from Residential to Coastal Protection Zone.

Plan Change 1 was incorporated into the Whakatāne District Plan and made operative on 29 March 2021.

National Policy Statement on Urban Development 2020Removal of minimum car parking space requirements (excluding accessible carparks) as per section 3.38 of the National Policy Statement on Urban Development 2020.Incorporated into the Whakatāne District Plan and made operative on 17 December 2021.

Plan Change 3

(Matters of Control)

Plan Change 3 consisted of 17 separate changes to the District Plan that were identified since the District Plan was made operative in 2017.  Plan Change 3 updated eight Activities which lacked either assessment criteria for restricted discretionary activities or matters of control for controlled activities in one or more zone.

Plan Change 3 was incorporated into the District Plan and made Operative (live) on 27 January 2023.

Plan Change 7

(Removal of Significant Indigenous Biodiversity Site BS6 B / 8 Koromiko Street Murupara)

The purpose of Plan Change 7 was to remove 8 Koromiko Street, Murupara from the Significant Indigenous Biodiversity Site (SIBS) schedule of the District Plan. 

A Significant Indigenous Biodiversity Site is classed as a site where the District’s Biodiversity is best represented, and it has been identified that 8 Koromiko Street has been incorrectly included in the SIBS schedule of the District Plan.

Plan Change 7 was incorporated into the District Plan and made Operative (live) on 27 January 2023.

The rules around where residential development can take place are contained within the Whakatāne District Plan. In order to prevent future residential development in the areas of high natural hazard risk on the Awatarariki Fanhead, the District Council has introduced provisions into the District Plan.
